Not responsibly — "custom theme" can mean a light color refresh or an extensive multi-template rebuild. We ask a few scoping questions first so the quote reflects your actual request.

For Professional and Institutional tier work, yes — you'll see a design direction agreed before full build begins.

Not by default, since third-party APIs can change independently of anything we control. It can be added as an ongoing arrangement if the plugin depends on an external service.
